I have done extensive investigations and I see what the cause was. The server did have TLS 1.1 and 1.0 disabled and the TLS settings were showing from the F5. I have made changes and am rerunning the scan. It is possible the scan still shows 1.0 but I will be able to fix it tomorrow without effecting services once the networking team is on.
